Logitech Harmony Remote Software being blocked?

I bought the full version of MB and put it in without issue. Everything has been great so far with the exception of the Logitech Remote programming software. Seems that it communicates with an internet location during setup of the remote controls. MB blocks it sometimes and causes long delays. Is there a way to set this exception?
