AV.EXE!! Very,very bad!! Pleeeease help!

I was going to take this to a local guy but, he barely got it working last time, and this one is the worst thing I've ever seen! First of all, the online services are COMPLETELY disabled so I'll have to save any info you need me to use, and try to transfer it to the infected unit. Safe-mode, in all forms, is also completely disabled. No sound, no video, no pictures, period. CD roms also disabled. The only thing that seems to work is the floppy drive(thank God). So I'll have to save and copy. Hopefully this will work. I'm going to need help printing lists and logs since I haven't tried fixing my own stuff in a few years, and just don't remember anymore. I believe there are multiple infections and malware because the last time I took the unit to my local shop, he said there were things he just couldn't fix, but I would probably be good for a while, that was six months ago. No anti-viruis or malware software will work. It seems the virus/malware tricks the programs into thinking they have been updated and that there are no problems with the system. This includes Norton and Macafee. I know I should probably trash this unit and buy new but, There will always be these threats out there and I really should educate myself.
