system restore stopped

My automatic restore points have stopped creating new ones . The only thing that happened around the same time was a install of IObit 360 which has since been uninstalled . I am able to manually create restore points. I fished around in the restore wizard no solution .I went into system properties and made sure "restore off box" was cleared. I have plenty of RAM and free space and my Disk usage is set to the max. My C: drive is being monitored.
