Computer Hijacked?

I'm not sure what happen to my computer and when but now i can't open any programs.

I try to run malwarebytes via safe mode and it shuts down.

I remember seeing Antivirus 2010.

Ask me to allow a program or a dll.

Ever since computers won't let me log on to any programs regular mode.

The bottom screen has a help bubble that's above an icon that says "Window Live OnceCar Action Required.

Don't know what that is.

Can't log into nothing.

When i click on a icon of any sort it says

Windows cannot access the specified device, path or file. You may not have the appropriate permission to access the item.

Help!!! I got important stuff on here and no reboot disks.
