Totally locked up by "Antivirus soft"

In the system tray I get a "windows security alert" anytime I try to run a program, and then a popup comes on the screen that says "Application cannot be executed. The file <filename> is infected. Do you want to activate your antivirus software now?"

I can't get task manager to open (I get the same popup). I can't run mbam.exe even if it has been renamed to winlogon.exe. I can run Malwarebytes. I can't run regedit. I've tried going to http://www.eset.eu/online-scanner to do a system scan but the browser gets hijacked. I can't run hjtinstall.exe -- I just can't run any programs.

I am stuck.
