Then why can’t I open ANYTHING in security center?

I could open it an hour ago. Now, Windows Security, Virus and Threat protection, account protection, firewall & network all of it, none of it will open. This has happened every single time I formatted and reinstalled, first I can’t open it, then the firewall is disabled, then defender. I get a notification for it but it’s happened without fail and since I can’t open it there’s no way to turn them back on OR make sure it’s set correctly.

Every single thing in it will not open. I don’t have permissions to view any of it and I’m administrator. Isn’t that weird? (I checked) The folder says I don’t have permission to view it. It wouldn’t open here so I went to check the folder. It says click here to get permissions then freezes and will not even let me look at it. 
I had just checked windows updates which said they have no updates for me. I restarted and now it says Updates are underway. Hard to be confident in Windows Security when it’s been disabled every time repeatedly. Usually takes a day or two. Maybe this is my lucky time and it won’t disable! That would be great! Thank you so much for your help here!

I couldn’t get to the settings for a boot time scan, but maybe that’s fixed in this new update! Oh well then I will be back too late. I can check in tonight and tomorrow. If you have already gotten offline, tomorrow it is whenever lol. 
It’s still updating. Maybe this is the magic update. I couldn’t disable updates. The setting wasn’t available for some reason.
