Can you please try this:

Disable-Fast-Startup <<<<< Important.
https://forums.malwarebytes.com/topic/299350-disable-fast-startup/

Then please restart the computer and then do the following. <<<<< Important.

1. Download the offline installer from: https://downloads.malwarebytes.com/file/mb5_offline

2. Run the installer. Restart the computer after the installation.

Can you please let me know if that worked?

Although I have successfully installed and can use Malwarebytes normally following your instructions, when I tried to install the previously downloaded file from the homepage, the message "This app can't run on your PC. Check with the software publisher." still appears. Is that okay?

That installer on the homepage is failing for many people.

Did your scan find any issues?

Yes, after scanning, I successfully found a few threats and moved them to quarantine, then restarted the computer. However, I noticed that in Task Manager, there are still two suspicious programs, and Malwarebytes doesn't seem to be able to remove them.
