Are there any walkup services that will shred a hdd

That is what the army does here. First they nuke it inside a strong elektromagnet, then they drill holes, and when the container is full they deliver it at the scrapyard and monitor the scredding

Otherwise known as degaussing.  It is not just an electromagnet.  It must have an alternating magnetic field where the N and S poles are constantly changing with a strong gaussian force.

There are 3rd parties that can sanitize magnetic media.  Albeit, a Sledge Hammer is quite effect and more Phun !
