Mac Devices with Sonoma or Ventura not Activating

We are finding that newer Macs (Sonoma or Ventura) will not activate if they are not signed into an Apple ID Account. It will show the logo on the top, but not activate on OneView Online on our end. Sometimes after logging into an Apple ID Account it will then activate - sometimes it will not. Is anyone else having these issues on Mac Platforms?
