cant run mbam or spybot get access denied

hi recently started to have problems with my computer and spywear detection as i can no longer scan or open them as when i try i get a message saying "windows cannot access specified device, path or file. you may not have appropriate permesion to access items." tried to run as administration on vista as i have the administraters profile and still getting the same problem.

i tried to run hijackthis and the same error appeared and i can no longer reinstall it so i could not get a hijackthis log but i have got a Win32Diag log attached below
