And by complimentary, I mean (if I understand correctly) NoScript is primarily designed to give control over blocking or allowing scripts to run on a site - whilst Browser Guard is designed to check that sites reputation / safety. So they would act as two layers of defense in a sense ? So for example Browser Guard will help me to determine if a site is safe as a whole first - which will then make it easier to know if allowing scrips to run with NoScript on that site is also safe.
