A risk means that it has signs of possible unwanted behavior but there may not be enough information to verify the file is in fact doing something either illegal or dangerous to your system.

Thus the recommendation for most is to be cautious or do not install

If you do install it make sure you have a good, solid backup to an external device of your system and personal data just in case.

Not saying this game, which is free to play, but some hacks let you play games for free so that would be piracy which is illegal.

Some will let you bypass game server restrictions.

All game hacks and mods are all used at your own risk.

We rather you not have to deal with the malware removal section or reinstall Windows because of one.

No security company is going to validate a hack not provided by the original vendor of the program to be safe period. There is no value in doing so. Listing it as a possible risk is prudent.

Is the file signed?
Can you contact the author, vendor of the hack from their business address?
Can you take them to court if something goes wrong?

The answer generally is no you cannot. That does not mean it's dangerous or doing anything illegal. It means exactly what it says. It is a RISK because you have no recourse if something does go wrong
