Windows asking for cmd to make chamges in the system when launching a game

After downloading an update to a game and launching it, Windows asked me if I allow the game to make changes in the system. After it, there was a second question: Do You want to allow cmd to make changes in the system. 

I allowed it in the first case as it often happens but was a bit confused and denied in the second. I don't think it happened before. What could it be? It shouldn't be harmful, right?

The game is Tower of Fantasy and virustotal didn't find anything in the launching app. The same goes for malwarebytes and eset online scanner when I scanned the pc after all of it happened.
