ARSCLIP.EXE false positive?

Today's MB scan turned up what it said was malware. It was something called arsclip.exe that has been on my computer since 2013, I think. Never before has it been flagged. I'm not sure I need it, but I'm also not at all sure it's malware. The Major Geeks site gives it a high rating, though probably for a more modern version, since I don't think I've updated the one on my computer since it was installed in 2013. At any rate, I've attached today's scan report and a zipped copy of the arsclip.exe file.

Please let me know whether it's a false positive or a real threat.  Many thanks.
