Just closing this loop.   Notifications are set BY USER.   So to do what I want (have all notifications go to a special email address instead of the current admin user), I created a "read-only" user called "Notifications User" and used the notifications@mydomain.com email for that user.    Then I deleted the notifications I could from the main admin user and added them to the new notifications user.  So far so good.  I have some other questions about this process, but I'll start a new topic for those.
