Question about custom product

Hello,
I'm writing to You because my company is in need of specific custom solution. What we require is a JavaScript like anti-virus that will fully scan files user is about to upload via browser. We are aware of certain paid APIs that we can send file to but for us keeping the scan on the user end without sending the file anywhere is curcial. Is it possible for You to develop for us such code? We are obviously willing to pay. If that's impossible do You sell solution similar to virustotal? What we would need is an API to which we sent file hash and Your API would reply with either suspicious or non-suspicious hash.
