We originally blocked many non-standard top-level domains (which are more often used for malicious purposes), but in doing so, we found that we were unnecessarily limiting access to domains that were becoming more widely used. By making TLD blocking a selectable option, we could offer more security to users who feel the need while not limiting access. Another byproduct of whitelisting TLDs is that we can create a whitelist that is so large that database updates will bring back less than fond memories of the AV products most people ran away from.
