Power supply or motherboard problem?

Hello I just had a quick question so I was about to go to sleep when out of no where I see a little blinking light it came from my pc and I know it normal when the power supply is on but in my case it was off so no power should be going to the pc so I just wanted to ask if this is normal or if I might need a new power supply and yes it did come from the motherboard I think because it was a orange light and that light is always on when my power supply is on and the power supply has been off for like a whole day.

Hello this this is a different question to the answer I asked yesterday but this appears everytime I turn on my pc and I already tried finding what it is but nothing comes up is it a windows process or something else and also all my startup apps are off besides windows defender notifications.
