After creating a .bat file with this code: "% 0 |% 0" and running it, system resources run out and Malwarebytes Premium 4.3.0 does not recognize it as malware.

MBAM does not target scripted malware via signatures.  Thus MBAM will not "detect" a BAT/CMD file.

MBAM uses its anti exploitation module to block ill-effects a script may perform.
