please help

Please help me I think I have a simular problem and I'm so hacked off now, I've looked through pages of forum helps youtube vids etc etc For some reason unknown to me my computer has stopped running programes downloading anything blah blah blah I noticed when i tried to open a torrent in vuze the link wasn't opening vuze then I noticed my avg was blocking things After trying many different things with avg including turning off the firewall I decided to uninstall avg 8.5 and try another security program however after uninstalling I found out a bigger problem which was I couldn't install any new programes i get to the first run screen the when the second one pops up i click run and it just disappears.

So basically I can't run exe's I can't download any antivirus programes and it won't let me do any online scans to find out the solution, then i came across your page and I finally found a program that ran the DDS thingy so with both fingers crossed I'm hoping theres something you may be able to help me with PLEASE (pulls hair out)
