Open Task Manager CPU is 90 Drops to 9 after a Second

hello I am unsure what could be causing this. found a thread similar to my issue so i did this
Malwarebytes - full scan everything checked
had some bugs so I quarantine & removed them next I restarted computer
used your adwcleaner and had the issues show again and i did the same
open windows defender and removed any in there
but I still have the same issue
i make music so whats good? i need to have task manager always open to make beats or my cpu will go up
no i didnt save any log files but willing to try again if someone can help me this time

well lets start from the beginning like i never did malewarebytes or adwcleaner etc what is the steps to do and how do i get logs incase that helps read it deeper

doesnt work. keeps telling me the farbar to download is a virus and idk how to bypass it so im stuck so let me know

What is telling you. What AV or is it Windows Defender?

it says FRST64 IS NOT COMMONLY DOWNLOADED AND MAY BE DANGEROUS. when i hit download after watching the video. i hit keep and it deletes it from my downloads and the other choice is discard. i dont see what images you posted mines still on the chrome download bar..

problem! open task manager again and it was at 76% so it is not fixed..
