onedrive.exe virus on Windows 10 machine - outgoing connection blocked

Since this morning I often get blocked outgoing connection errors:

When I try to delete the file it says that it is used by microsoft .net assembly registration utility. When I kill the task, I can delete the file. But after a reboot it reappears (with last modified date 7 Dec 2019 10:10).
Please advise how to remove this virus as it isn't detected by the antivirus nor Malwarebytes.

I believe this may have been a false positive, but let's confirm with a different scanner as well.

 

Please download and run the following Kaspersky antivirus scanner to remove any found threats
