Malwarebytes Binisoft Firewall Control blocks allowed apps

Malwarebytes blocks allowed apps. I allowed an app several times but it still gets blocked (Outbound connection).

1) I opened up the connection log, and allowed this app.  Did not work.

2) I opened: Rules Panel, Create new rules, Browse to allow. Did not work.

3) I opened: Rules Panel, right click, allow. Did not work.

Your help would be really appreciated .

    Once the file is downloaded, open your Downloads folder/location of the downloaded file
    Double-click mb-support xxx.xx.exe to run the report
        You may be prompted by User Account Control (UAC) to allow changes to be made to your computer. Click Yes to consent.
        
    Place a checkmark next to Accept License Agreement and click Next
    You will be presented with a page stating, "Get Started!"
    Do NOT use the button “Start repair” !
    Click the Advanced tab on the left column
    
    Click the Gather Logs button
    
    A progress bar will appear and the program will proceed with getting logs from your computer
   
    Upon completion, a file named mbst-grab-results.zip will be saved to your Desktop. Click OK
    Please attach the ZIP file in your next reply.

That explains it.  Both the Windows Defender Firewall and Malwarebytes Firewall use the same WFP interface and APIs so the rules in both are applied to the system.  If there is a conflict in the rules of the two, the block will win out so if one is set to block something, it will be blocked even if allowed in the other.

I think this needs to be included in the Malwarebytes manual, as it took me a lot of time to figure this out.

I'm not sure about the guide, however the main product page located here indicates the following:

Quote

Windows Firewall Control doesn't do any packet filtering and does not block or allow any connection. This is done by Windows Firewall itself based on the existing firewall rules.

I will make a note on the guide though, in case they need to clarify it further.  Thanks for your feedback.
