The disabled option is for automatic sample submission to Microsoft's threat researchers.  If you have run any sort of Windows 10 anti-telemetry/privacy/anti-spying application it could have changed the system's policy settings to disable the option and prevent it from being enabled.  Apps such as O&O ShutUp10, Spybot Anti-Beacon, or any other tool such as those listed in this article could have changed the setting.
