The site that gets blocked is: hxxps://uni-plovdiv.bg/ and its the site for the Bulgarian "Plovdiv University" This is the VirusTotal Scan for the site. We've reviewed the site again and have determined it no longer warrants being blocked so we've removed it from our database.
