Yep, looks like they're being blocked based on outdated software, not actual malicious content though (although they should obviously update their software for the sake of security, especially if the patches/updates they're missing impact commonly exploited vulnerabilities).

Well, one concern could certainly be that a site is compromised and the download software is changed out for something bundled with malware. If the site owner is not keeping up with security they probably wouldn't know if/when their site was compromised either.

Yes, that's very true.  There have certainly been enough recent examples (CCLeaner/Avast/Piriform, ASUS with their updater etc.).
