I visited   shorturl.at  after which chrome notification popped up with allow or block notification for this site.

I clicked allow, this then was followed by many notifications in the windows 10 notification area with scam type links and messages indicating that "norton antivirus" was out of date etc.

I then blocked notifications in chrome, but they continued.

I found this article which although not completely the same.

I clicked allow, this then was followed by many notifications in the windows 10 notification area; with scam type links and messages indicating that "norton antivirus" was out of date etc. the links messages showed the "shorturl.at" url. When I did click on one, dummy windows for "windows defender" popped in a browser showing a scan and various virii being discovered, very much like when the conduit to bar was installed in the past.

I then blocked notifications in chrome, but they continued.
