Malware or false positive?

Can anyone tell me if the downloadable file at the link below is actually malware or is it a false positive?

On VirusTotal it says that Malwarebytes does not detect it but MWB4 blocks it but I have allowed its execution and I do not know the effects it may have had on my PC. 

I used this PC once cleaned with MWB4 and Defender to create a bootable pendrive to install Windows on another PC (I couldn't do otherwise) and I wouldn't want to propagate any negative effects to infinity.
