Possible Trojan:VBS/Encascurl

Windows is detecting the attached file as a Trojan:VBS/Encascurl.

The file (correct name is borders.js) is downloaded by Internet Explorer 11 and store in <user>\AppData\Local\Microsoft\Windows\INetCache\IE\5AO5ZD6O

Malwarebytes doesn´t detect it as a threat.

Is Windows alarming a false positive or is Malwarebyte failing?

Malwarebytes' Anti-Malware ( MBAM ) does not target scripted malware files via signatures (file scanner).  That means MBAM's File scanner will not target; JS, JSE,  PS1, PY, .HTML, HTA, VBS, VBE, WSF, .CLASS, SWF, SQL, BAT, CMD, PDF, PHP, etc.

The exploit protection in the paid version would stop this if executed.

Besides what Porthos has indicated, you have it backwards @renatows

You posted in the False Positive section.  This is  the area to report a situation where Malwarebytes detects a legitimate file incorrectly ( falsely ) making it a False Positive detection.

When Malwarebytes doesn't detect a targeted file type that is malicious, that a False Negative.  False negatives require a submission in;  Newest Malware Threats after reviewing the following on how to provide sample submissions such that Malwarebytes' Anti-Malware (MBAM) can detect targeted but presently undetected threats.
