Another Total Security issue- can't download anything

This is my first post here so please forgive me if I leave anything out.

I'm infected with Total Security. I've tried various fixes but the main problem is that I cannot open any .exe files, even if renamed. I guess that isn't entirely true- I was able to use Process Explorer, but after killing the tsc.exe, I still could not open MalwareBytes. I can't even open anything on my Control Panel- I can open the Control Panel, but none of the folders within. If I go to Run --> Open, nothing happens. I can't get the computer to run in Safe Mode as it says I am infected with something and will not allow it.

Any advice on what to do now?

After killing tsc.exe what error did you receive trying to run MBAM?
