Greetings,

This issue should be resolved by the new beta build of Malwarebytes, version 3.8.  You can learn more about it here.

If you decide you wish to give the beta a try then please open Malwarebytes and navigate to Settings>Application and scroll to the bottom of the tab where it shows the option to enable beta updates and select the option to do so and click the button to confirm at the confirmation prompt then scroll back to the top of the same tab and click on the Install Application Updates button and allow it to download and install the new build, allowing it to restart your system if prompted to do so once the installation completes, making sure that you save anything you were working on before you do.

If you do try the beta, please let us know if it resolved the issue you were experiencing or not.

Thanks

In Malwarebytes check Settings-Application-Windows Action Center and select "Never register Malwarebytes in the Windows Action Center".

I have 3 system with Malwarebytes 3.7.1.2879 and W10 1903 with this setting and all is fine.

Just a remark about the version 3.8:  with that version, you will want to have that selection to "Let Malwarebytes apply the best Windows Action Center settings based on your system (recommended)."

That way, if the resident antivirus is out or disabled, Windows will have Malwarebytes Premium fill that role   ( until the AV is back on).

Malwarebytes Premium will be running and protecting in any event.

The concept of registering with Windows Action Center ( Security Center) is to let Windows know that it can fill in as antivirus.

When it is registered, and if your resident antivirus was to be knocked out ( disabled) then Windows will have Malwarebytes assume the role of primary security.
