aka.ms blocked for reputation - it is a FP ?

I would like to know if this is a FP or not because the domain is belongs to Microsoft .they use it to hosting all troubleshooter utilities well-known as "Microsoft EASY FIX"  "Microsoft easy fix" was formerly known as "Microsoft Fix it." https://support.microsoft.com/en-us/help/2970908/how-to-use-microsoft-easy-fix-solutions

so , all downloads links I find are blocked as well and can not download any of them . here some information of the blocks messages!
