I've just posted a link in the Firefox beta thread that applies the main hotfix without 'studies' so should work with FF clones.

Here it is again:

https://storage.googleapis.com/moz-fx-normandy-prod-addons/extensions/hotfix-update-xpi-intermediate%40mozilla.com-1.0.2-signed.xpi

this file is unknown . was this file by FIREFOX developers ?

Yes it was signed by Mozilla and was the file used in the hotfix - but it's no longer needed - Mozilla have released an update to FF 66.0.4 to fix the signing problem.
(Although a few issues still remain for some extensions/add-ons, see 'unresolved' in the release notes).
https://www.mozilla.org/en-US/firefox/66.0.4/releasenotes/?utm_campaign=whatsnew&utm_medium=firefox-browser&utm_source=firefox-browser

Not sure about your Windows problem, it looks to be HP specific? (They do seem to frequently have problems with HP machines and Windows 10 updates).
My Asus laptop updated Windows 10 to build 17763.475  without any problems.

I've split your post off to its own topic @Gt-truth as it doesn't really have to do with Firefox, it's more a generic Windows 10 issue

From that article. It says to download and install those fixes listed.

Starting with the latest BIOS update

OK , going now to download the BIOS update.exe file . I have an question before going to updating the BIOS . my question is : whether the BIOS update will cause an issue like a black screen or trouble to start windows then what should do I do ?

an HP article says that should to disable bitlocker but however there is no "bitlocker" in windows 10 ? I can not find it either .

If you're running Windows 10 Home version then it does not come with BitLocker. Windows 10 Pro and Enterprise do and yes it might be easier if you do temporarily disable BitLocker if you have the Pro version.
