quarantined chill tab and others Now The proxy server refusing connections

ok So im on my girlfriends computer and she had a installed a safari search bar and Something called a chill tab i believe so i though all just Malwarebytes(my go to) anyways now on firefox and google chrome im getting (the proxy server is refusing connections) Also steam and other programs can not get any connection.But my Opera With My VPN works that is how i am typing this now ive tried to restore the quarantined items but i am running the newest version of trial  malwarebytes and it will not let me restore ive spent hours reading with no help please help or just refer me to link thanks so much in advance  (please excuse my bad spelling)

There is a very long discussion on this, going back over two years. A lot has changed since this all started, but I recommend you start with this summary and go forward from there, if necessary: 

If none of that solves it for her, go to System Preferences->Network->Advanced button->Proxies tab. Normally there should not be anything enabled there, but you didn't say whether or not she is also using a VPN of some sort. If she is, make sure that's the only thing shown there and the settings are correct. If she is not, then disable everything and delete anything shown in the Bypass box at the bottom. Click the OK button and then the Apply button.

You might have to restart her computer after you have done all of the above.
