Cannot Add Additional User

Trying to add an additional user to the portal and get the following error "Refusing to fulfill request" any ideas? Note, I've used the email account in another portal and suspect this may be why it can't be used again. If this is the case managing multiple clients portals this will be disappointing. Hope it's not the case.
