Need Administrative privileges to run exe (even though I'm admin)

I've found a new piece of malware that has been a real pain in the you know what. Any exe I attempt to run I get a file permission error that states you do not have administrative privileges to run this file. Even if I attempt to get into the control panel, run mbam, or HJT. I can get into the management console and the user I'm logged in as does have administrative rights to the PC. I was able to scan for threats on a suspicious file with McAfee and it returned generic DX! DXX. McAfee has little information on this file since it appears to be a fairly new threat. As a last ditch effort to get around the file permission issue I'm attempting to repair the installation of Windows. Running out of ideas on this one any suggestions?

It appears the repair installation has cleared the file permission issue jumped the gun on this one MBAM is scanning and KILLING.

The forums are really busy, that explains why logs get behind. If you still need some help, then please update your mbam (update tab > check for update), rescan and post the log in your next reply together with a new HijackThis log.

Then I'll take a look.
