Exclusion List Doens't Work

In my case, drive D. An SSD I use for games. It should also be noted that GTA is still able to access the Internet without issue with or without it being on the Exclusion list. Although adding it to the Exclusion list did seem to reduce the number of pop-ups from MB a bit.
