I am in desperate need of help from a professional

So I have reason to believe I used to have a RAT of some kind. I did everything to try to find and remove it. I couldn't seem to find it, until I loaded kaspersky Rescue disk from a USB and it removed a .jpe file. However... Since then I have tried re-formatting multiple times, even zero'd out one of my hard drives and used my bios to secure erase my SSD. I was being harassed and worried I still am by a group of people I don't know. I have reported as much information I have to the ic3 and fcc in hopes of getting everything resolved. I just tried to re-format my computer again, I have bought malwarebytes premium, and ran multiples scans every day, always comes up clean. I have tried other anti-virus options before my re-format, kaspersky, avast, rkill, hitmanpro, etc. I have found no trace of anything however... Today I decided to google something that seems to happen very infrequently, malwarebytes will block a website I am already using, saying that its an outbound connection, detected as fraud on port 0.... But this apparently has been happening multiple times a day now. Saying the website is Fraud, malware, spam, unspecified, etc. Also, my internet is performing rather poorly, lots of packet loss. ISP has sent out four technicians, and they claim everything is working fine. However, I an tell my speeds are not what they should be at all. It is almost as if I am being DDoS'd... My ISP did say a month ago my download seemed to be affected only. I had very poor download speeds but my upload was perfect. Now it is both. 

 

I tried to run aswMBR but every time I run that program my computer blue-screens with a message like IRQL not less than or equal idk

Ran TDSSKiller a couple more times... for some reason I just found new suspicious files... I don't believe I have done anything other than downloading this http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester and other anti-virus software such as well TDSSKiller lol

I'm scared.

I do apologize for all these replies. I can't seem to find the edit button...

I rebooted into safe mode with networking... malwarebytes won't start realtime protection now... and I have googled and some people recommended running these applications... here are the logs..

 

im really scared... what is happening to my computer..everything was fine until i made posts here and scans

Starting to think I was becoming paranoid, installed a bunch of anti-virus software that conflicted with each other and came up with a lot of false positives. Just cleanly uninstalled almost every AV and installed a brand new one I have never used by itself, bitdefender, ran TDSSkiller and I am not seeing the same issues, nor am I seeing any issues except for my internet seemingly compromised... Maybe my ISP is throttling me for trying to stream on Twitch. They're a bunch cox heh

 

Still would like to get some confirmation from someone here who knows what they're doing. I feel paranoid and need someone to help put my mind to rest that I am not hacked. I was hacked a month ago, had a nasty RAT. Reformatted and such. Still worried about IEM and maybe my bios or firmware being infected..

My friend says according to GMER i have a rootkit...

 

gmer keeps crashing when I scan Trace I/O ... also scanning something in IAT/EAT and/or Devices.... fml i just want to be left alone. these people have been spying on me for the past 6 months...

I have tried to use dban, but it won't work and neither will kaspersky rescue disk.
