Malwarebytes starts on Windows boot when that setting is turned off

I have Malwarebytes 3.3.1 installed and under Settings>Protection I have Start Malwarebytes at Windows Startup turned off.  If I have the Malwarebytes open and restart the computer it does not start up but if I shutdown the computer (both ways: start menu shutdown & altF4 on desktop > Shutdown) Malwarebytes starts back up when I turn the computer back on.  Is this a bug or normal behavior?  I have Free installed on two laptops and both experience this issue.

This is a known bug with Malwarebytes, yet to be fixed.

The workaround is turn off Fast Startup in Windows 10 Power options:

Right click in lower left hand corner of screen and left click Power Options
Click on Choose what the Power buttons do
Click on Change settings that are currently unavailable
Scroll down to Shutdown settings and Uncheck the box Turn on Fast Start-up
Click Save Changes
