Malwarebyes has blocked Java Download

When we try do download Java we get this message. What I did to troubleshoot this is to create a policy called Test and a Group called Test. I moved my computer to the Test Group and then mad a change to the policy to turn off the web filter.  I can then download Java just fine. If I re-enable the policy I get the message below. This was working fine until to day. Any ideas what changed in the Web Filter?
