The NoActiveDesktopChanges is the same in 7 as it is in Vista, which is the opposite of XP (at least it is in the x64 versions) so this item should be ignored, as MBAM is telling you to set it to the opposite of the default value for your operating system.

I had a feeling that such a thing might be the case, but I was not 100% certain. Either way, it's not a terrible thing to have changed. It's in the database because malware will often set it to not allow active desktop changes.
