Cant enable Web Protection

I am having the same problem like "Pootislord" last few days, after Windows 10 were upgraded (or updated) last week. I tried all possible ways to set web protection "On". but nothing works. And constantly popping  warning about web protection "off" is very annoying. Any help please?
