Outbound svchost blocked - 255.255.255.255

Today, as i turned on my computer, mwb premium blocked this connection:

This is unrelated to dropbox, i do not have, nor ever have, dropbox installed.
Incidentally or not, my firefox has since also had issues beeing slow or even totally locking up.
