HELP! Continuously showing "outbound" blocked for CNMNSUT.EXE

I am getting a message (every 30 seconds or so) for the CNMNSUT.EXE blocked.What do I do? Add it to the exception list? And Why is happening now? How do I know this is not a MALWARE?
