Who chooses the font size and colors?

Doesn't anyone see that white lettering on orange is impossible to read?  I get notices st the bottom of the screen telling me to take action bit I cannot read them.  I options in the web site that use tiny type blue letters on white that I cannot read.  Sometimes I have to use a magnifying glass to read screens.  Yes, I wear glasses but my vision relatively good.  Who is the yingtong who approves all of this?  Personally, if you are not going to take action on this, then the ADA should.
