Infected windows 10 pc blocked from installing MB3

Windows Defender has been blowing up on my pc with threat detections. It shows that I have  a few Trojans, but removing it does nothing as it comes back. So I decide to Install MB3 and when I try to run the installer it say I am unable to because I am being blocked by the administrator. Last time I checked I am the administrator. please help.

Can you try turning off Windows SmartScreen and then running the installer?
