Real-Time Protection Layers Turned Off

I am getting an orange box that says "Real-Time Protection layers turned off." When I click "Turn On," the box goes away, then reappears. When I click "Protection Settings," I see that Web Protection and Ransomware Protection are turned off. If I turn them back on, they just immediately turn off again or get stuck "starting" (at which point I usually get a message that the program needs to restart).

1. Download the latest MB 3 installer from : https://downloads.malwarebytes.org/file/mb3
   2. Run the installer on top of your existing product. (Note you don't have to uninstall anything, just run the installer again)
