Computer very sluggish. Can't install Malware bytes or other software

Hi, 

        This  forum  was a great help back in 2013;  appreciate your support so I can avoid a costly repair.   

        My  problems:

         1.  Desktop PC  with solid state drive  has been declining in performance -- from speedy downloads to a crawl.  I'm not  being redirected, just prevented from downloading. 

          2. Email send function appears to be corrupted

          3.  Worst of all, I can't download malware bytes  -- icons appear on desktop and task bar, but nothing shows up when I click.   Also, I can't download Farber diagnostic software utility -- computer just shuts down and restarts.    So I don't have any logs to show.  I've uninstalled MB using control panel  and reinstalled, but re-install didn't take.

        4.  I have Windows 7  64 bit OS, using Firefox.  I ran Avast software , Spybot  and free Malware last week, , and nothing showed up .  Then next day or so, MB stopped working  along with other diagnostic utilities I tried..

Hi Ron,

  Using Windows 7 64 bit  per original message. I know what Safe mode is, but not how to use it in this case.   How would I be able to access the link you gave me if I'm in safe Mode?  -- sorry for not being too adept at this.

I tried to download  the Malware Anti rootkit MBAR per the above link, but not successful.  Download opened for a second, but then I was blocked with message "Windows cannot access specified device,  path....  You may not have appropriate permission."  

i have to leave and won't be able to respond until this evening.
