Can’t start Real-Time Internet Protection

Just noticed this button was Off (it’s usually On), so checked the toggle button on the Settings page. It did turn green but the word “Starting…” has been there for at least half an hour. My ISP has been having some internet problems the last few days (although I can get my e-mail daily and get to various web pages). The biggest problem I see is the internet connection is occasionally jerky, with my cursor arrow freezing for 4-5 seconds. Could this be causing my Malwarebytes Real-Time Protection problem?
