Command prompt flashing up every hour

I've noticed other people having issues with this, and since the help for each user is unique and personal, I suppose I'd make my own thread rather than risk damaging my computer by following someone else's.

I've tried running malwarebytes and rkill with no threats detected, and I haven't been able to get a screenshot of the command prompt (although I would be more than happy to get that if it is necessary)
